Behavior Management Program

This center will operate with a Behavior Management Program that will provide you opportunities to change inappropriate behavior and provide for a safe center for students and staff. Students need guidance while adjusting to the program. Our behavior management program is designed to help you interact appropriately with each other and staff during your period of enrollment in the program.

It is important to remember that all students must follow these standards while on-center and off-center. As a student, you should remember that rules and regulations are not made for staff to find faults with you. They are guidelines to assist you in becoming employable. You are responsible for your own individual behavior. As students' progress through the program.

RULES AND SANCTIONS

THE ZERO TOLERANCE POLICY

Every student enrolled in the Job Corps Program has the right to an environment free of violence, drugs, and harassment. Therefore, all Job Corps Centers follow a mandated "Zero Tolerance" policy. Zero Tolerance means a student that displays behavior that does not coincide with the center's norms or Job Corps program enrollment expectations will be immediately separated from the program if found guilty. This usually involves direct violations of drugs and violence policy. All acts of violence and/or threats of violence, harassment or intimidation will be immediately confronted and addressed. This include possession, distribution and use of drugs. The GRFJCC works togethers as a team to reach that goal. Every staff member on Center is expected to address any behavior that could potentially cause safety or security concerns on center.

Whenever necessary, local, state or federal law enforcement authorities may be called in to help investigate, solve, or file charges on crimes that occur on center. Appropriate SIR procedures and followed if authorities arrive on centers.

Incident reports for negative behavior are categorized by the Department of Labor (DOL), also can be found and defined in the PRH, Exhibit 3-1 and Exhibit 3-1 as follows:

ZERO TOLLERANCE LEVEL 1 is a result of an extremely egregious offense and requires a mandatory Fact-Finding Board (FFB): These offenses will result in an FFB hearing within 3 training days. The infractions listed below will result in immediate removal from the center and the student's loss of the right to appear before the FFB earing. In addition, a Significant Incident Report (SIR) is required to be submitted within 24 hours for all incident listed below:
  • Possession of a weapon on center or under center supervision
  • Assault, Threat of Assault, Threat of Safety, Sexual Assault
  • Drugs: Possession or distribution of drugs on center or under center supervision
  • Drugs: Use if drugs as evidenced by a positive drug test
  • Alcohol: Possession, consumption, or distribution while on center or under center supervision, Abuse of Alcohol
  • Arrest for a felony or violent misdemeanor on or off center, Illegal Activity
  • Robbery or extortion, Arson, Cruelty to Animals
ZERO TOLLERANCE LEVEL 2 Offenses are a result of a serious incident and will require a mandatory FFB. These offenses will result in an FFB within 5 training days. There is a presumption that students who commit these offenses will be terminated. If the student is considered a threat or disruptive to themselves or other, the student(s) involved may be removed from the center at the discretion of the Center Director (CD)/designee. In addition, some of these incidents will require an SIR within 24 hours of the center being made aware of the incident. Incidents listed below:
  • Possession of stolen goods; Possession of a potentially dangerous item
  • Bullying or harassment, Sexual harassment, False accusation
  • Inciting a disturbance or creating disorder
  • Intoxication on center or under center supervision
  • Unfair money lending, Hazing or initiation, Gang representation or activity
  • Vandalism, Plagiarism, Cheating, Bringing disrepute to the program
  • Arrest for a non-violent misdemeanor on or off center
  • Pattern of minor infractions, Unauthorized Exit.
Center Standards Office will be only staff member that will enter the Level 1 and Level 2 infractions into the Center Information System (CIS) to ensure proper investigation has been conducted.

Hallucinogenic mushrooms

All illegal drugs and controlled substances, including any prescription drugs that do not belong to you.

Any signs, symbols, decorations, clothing, literature or music which promotes membership or activity of any gang, racist group or organization, violence, alcohol or drug use. Pornography, including any signs, symbols, decorations, clothing, literature, sex toys or music which promote vulgarity or sexual behavior. Televisions/monitors larger than 13"

Standards & Expectations

You are required to attend all scheduled classes and meetings. You are expected to be at your assigned location daily and on-time. Your work habits will carry over into your working life, so it is important to build good attendance habits now. Request a new print-out of your schedule if you have an approved schedule change. You are not permitted anywhere else on center during training hours, unless you have a pass.
You will be marked "Present" at the start of the class period. you will be marked "Tardy" if you are late to class and "Absent" if you miss the majority of the class period.

ATTENDANCE POLICY
  • Students who are in class when the class starts are considered present
  • Students who are late for class up to 10 minutes are tardy
  • Students who are more than 10 minutes late are absent
  • Students who leave class without permission will be considered absent
  • Students who leave class with permission and do not return on time are considered absent
  • Students who are residential should sign the Morning Accountability Check (MAC) Roster on their floor by 7:30 AM to be considered on time for training
  • All students are required to participate in the Evaluation of Student's Progress (ESP) panels every 60 days.
CLAS ABSENCES/TARDIES:

You are responsible to check for absences and tardies daily. If you receive an absence/tardy. it can be cleared only by getting the signature of the staff member that you were with and the staff memeber you were assigned. When you have the proper signatures, form must be turned in to the Scheduling/TABE specialist in the TABE Room.

Check with your RA/RC and/or Counselor for class absence notifications.

If you have 48 hours to address excusable class absences.

Career Transition & Career Phase

In the Career Transitions Phase, the graduate begins their career. The Center CMT and Career Transition Specialist (CTS) will ensure there is a smooth transition from the center to a career. If the graduates need help with one of the following items, it is important that they speak with someone on their CMT and/or CTS.

Interviewing for a job
Worker's rights and responsibilities
Strategies for succeeding during the first week of employment

PHASE 4
Students who are projected to separate within the 90-day period meet with their CTS either on and/or off center.

Graduates can receive the following transitional payment upon completion of the following:

CAREER TECHNICAL TRAINING (CTT) - $500
HIGH SCHOOL DIPLOMA (HSD) OR GED - $200
COMBINATION OF BOTH CTT AND HSD - $1200

A graduate can receive the following transitional funds at the time of separation; however, if you separate as a zero-tolerance level 1, regardless of completion of CTT and HSD/GED, funds will be forfeited. A graduate can leave with 90% of transitional pay with a verifiable placement; 50% without a verifiable placement.

CMT (CAREER MANAGEMENT TEAM)/ESP (EVALUATION OF STUDENT PROGRESS) PANELS

CMT is a specific group of staff that will help you attain your goals while in the program such as meeting requirements for graduation, work-based learning hours, and resolving issues which delay your success but also help you with college, advanced training (AT) , military or other career placement and transitional needs and follow you up to 12 months after you leave the program to ensure that you have transitioned successfully from the program. 

All students are required to participate in Evaluation of Student's Progress (ESP) panels every 60 days. The ESP is formed to provide feedback and assessments of progress in achieving your career development goals. The ESP's are also used to motivate and encourage progress and achievement of your career goals.
  • The ESP panels are held every Tuesday from 3:30pm - 5:00pm in the trade classroom. CPP will meet CPP 1 Classroom.
  • A Schedule will be posted, and you will be notified when you have a panel date.
  • You are required to do the following items:
    • Arrive on time
    • Be dressed professionally and or in your trade uniform
    • Bring your resume and other important documents
    • Bring a completed committee participation form if you have participated in a SGA committee
    • Provide information to update your alternate contacts
    • Bring your Career Transitional Needs Workshops Form (those projected 90 days)
If you fail to appear to the panel or not dressed appropriately the following should happen:
  1. If you are on an approved leave, the panel should be rescheduled for the next week
  2. If you have an unexcused absence from the panel
The student should be notified in person of the absence and rescheduled for the next week
  • If a student is not dressed appropriately for their panels 2biii (from below should begin
  • Consequences are as follows:

    • The first violation should be reflected on the student's evaluation
    • The second violation should be reflected in a minor infraction, which could change the student's eligibility for incentives
    • The third violation should be an additional minor infraction, which could result in a pattern of inappropriate behavior, refer to the Student Behavior Modification (SBM) panel which can result in a Fact-Finding Board.
Once you have had your ESP panel you will know what area of incentive level you are qualify for in the Behavior Management Program section.

Advanced Career Training Program

Once student has completed his/her high school diploma/GED and Career Technical Training (CTT), he/she may participate in the college program while still enrolled in the program. Students will have an opportunity to enroll at Grand Rapids Community College. Students must meet the criteria as prescribed by the Policy Requirement Handbook (PRH) listed below:
  • High School Diploma
  • CTT Completion
  • TABE score of 565 or higher
  • Complete an application
  • No Fact - Finding Board
  • Passes the panel interview
  • Qualified/Received Financial Aide
  • Meet the ACT Standards and Expectations
  • Zero Tolerance on drugs, alcohol and any other substances
  • Understands that you will not participate in the Graduation Ceremony while enrolled in ACT
  • Must enroll in at least 12 Credit
Additional Incentives
  • Receive free housing while attending College
  • Transportation will be provided to the college
  • Housed to the Independent Dorms
  • Still able to receive a Living Allowance
  • Receive an additional Clothing Allowance

Career Development Phase

The Career Development phase represents the majority of the time the students are on center. Students learn and demonstrate career technical, academic, and social skills. This phase is broken up into several major areas: academics, career technical training, career counseling, and career transitions. Each area will be explained below.
ACADEMICS
During CPP, each students will meet with the Training Supervisor or designee to formulate his/her academic plan. This meeting will identify which program and classes are necessary to ensure students' academic success. The Academic Department provides you with the training in Reading, English, Writing, Math, Applied Academics/Contextual Learning, and CSS Skills that will help you with furthering your career.

All students entering the program without a High School Equivalency (HSE)/(GED) or High School Diploma are expected to complete one of these while enrolled at Gerald R. Ford. Students entering with a High School Diploma or HSE/GED will need to score at the required competency level on their TABE test in order to be exempt from English or Math classes.

HSE/GED Program: This program is designed to prepare you for the National GED test. Gerald R. Ford Job Corps offers GED preparatory classes in Literature, Writing, Math, Science and Social Studies. Testing is offered to all students who are eligible and pass the GED practice test and meet the reading and math TABE requirements.

High School Diploma Program: To determine if you are eligible for the high school diploma programs, a copy of your official high school transcript must be submitted to the Academic Department. Gerald R. Ford Job Corps offers two fully accredited high school diploma programs: Penn Foster and, Covenant House Academic.

Reading: Gerald R. Ford offers Reading 1, 2, and 3 to teach writing skills, reading comprehension and vocabulary. These skills you will need to earn a GED or high school diploma, as well as help you achieve career success in your CTT program and career.

Math: Math Fundamentals, Essential Math and Pre-Algebra/Geometry are some of the math classes that Gerald R. Ford offers. These classes teach basic math skills, such as working with whole numbers, fractions, measurements, decimals and percentages, algebra and geometry, and consumer math skills.

English Language Learner (ELL): Classes are offered to students who need to improve their English Language skills. Students will learn how to speak, read and write in English. Employers expect employees to be able to communicate, read, and write in English.

Tutoring Program: Gerald R. Ford offers students three (3) avenues for tutoring. We have volunteers from the Senior's Foster Grandparent Program available for tutoring in our Math and English classes, along with one-on-one tutoring Monday - Friday from 8:00 am until 10:30 am. After-school tutoring is also offered Monday, Tuesday, and Thursday from 3:45pm - 4:45pm. To sign up for tutoring, please inquire with your academic or CTT instructors and/or Career Counselor.

In addition, students must take the TABE test every 90 days during their enrollment. Continued improvement is expected. Students who do not show improvement will be assigned a schedule to enhance their reading and math competency. There are math and reading classes to help improve competency in these areas. 

There is an emphasis in the academic area on ensuring that students pass other examinations needed for the career transitions including the ASVAB test and college entrance exams.

CAREER TECHNICAL TRAINING

The career technical training programs at Gerald R. Ford will train you to compete in today's job markets. Your career technical training instructor fills the roles of employer and teacher. Your positive attituded and hard work assure that you instructor will give prospective employers a positive reference when you move to workplace training.

Students participate in WBL experience on and off center, All students must be good standing to be eligible for WBL assignments. Please see your CTT Instructor and/or WBL/CTST Specialist to participate in WBL that will enhance your CTT skills.

ADVANCED TRAINING (AT)

AT opportunities are available at various Job Corps Center in our region and nationwide. Students who excel in their training can apply for a AT transfer, providing you with additional training.

Career Preparation Phase

Career Preparation Period (CPP) is the first stage of center training. In general, this phase will last about 60 days. Students who meet the following criteria may be able to matriculate through this phase in a shorter period of time, the criteria are:

  • Has High School Diploma or GED
  • Has a Math and Reading TABE  of at least 575
  • Has held at least one job successfully or college experience
  • On the other hand, some student may need additional time in this phase to ensure they meet all objectives.

During this phase, the student will:

  • Become acclimated to center life
  • Receive basic health and wellness care
  • Take the Test of Adult Basic Education (TABE)
  • Learn employability, job search and computer skills
  • Visit and learn about the One Stop Center
  • Learn center's expectation and standards
  • Participate in Center Based Work-Based Learning (WBL)
  • Learn and practice Career Success Standards (CSS)
  • Develop Leadership Skills
  • Receive Customer Service training
  • Receive Water Safety training
  • Take the ASVAB test for the military
  • Update Personal Career Development Plan (PCDP)
  • Set Career Goals through My Pathway to Achieving Career Excellence (MyPACE)
  • Receive an Evaluation of Student Progress (ESP) panel

Students will receive a variety of items during their first week to include, but not limited to:

  • Student's ID, must be worn at all times

Students can receive a pass during their first 60 days on Center except for students who are required to participate in TEAP (Trainee Employee Assistance Program) which he/she cannot receive a pass the weekend before he/she second test.

Outreach and Admissions starts an applicant's path to success. Once a student decides to come to Job Corps, he/she makes an investment in his/her future.

During this stage of CDSS, the following happens:

  • Eligibility for the program is determined
  • Enrollment paperwork is completed
  • Recommendations for enrollment and assignments are decided.
Applicants find out about:
  • Center's Life
  • CDSS
  • Personal Career Development Assistance
  • Program Expectations
  • Career Transition Support
During this process applicants will:
  • Receive a center tour, if possible
  • Participate in pre-enrollment activities
  • Be introduced to the Center's Standards and Expectation.
  • Visit the One Stop Center, if possible
  • Select at least 4 Career Technical Training choices that they would like to explore
  • Start their Personal Career Development Plan (PCDP)
One an applicant concludes the Outreach and Admissions process, he/she starts the Career Preparation Phase as a Gerald R. Ford Job Corps Center's student.
